The 7.62x54mm Rimmed cartridge is a cartridge that was invented in Russia in 1891. Since then, there have been countless millions of light machineguns, semi-auto and bolt action rifles chambered for this cartridge.
With ballistics similar (but usually less than) the .308WIN, the Mosin Nagant rifle may be purchased used and in good shape for no more than one-hundred dollars. Accuracy for such a rifle is suitable for medium game hunting to perhaps 200 yards.
