The 9x18mm Makarov cartridge is a Soviet design and is slightly hotter than a .380ACP, but considerably less than a 9x19mm Luger. Using a expanding bullet that is heavy for the caliber, it is not at all unreasonable to expect adequate penetration and sufficient lethality out of a compact-size handgun.
Like-new Makarov handguns may be purchased for no more than 300USD and feature ergonomics and precision in line with middle-of-the-road domestic handguns such as S&W and Ruger - at 1/3 the price of the more expensive models.
